Ukrainians receive up to 6 utility bills: what has changed after the reform

Residents of apartment buildings in Ukraine are facing new challenges in the field of housing and communal services. After the reform of the market, Ukrainians can receive up to six or more different receipts for public services, instead of one consolidated bill. This phenomenon is related to the distribution of responsibility among various service providers.

Features of the new system

In particular, for gas, consumers may receive up to three bills:

  • for gas itself;
  • for delivery;
  • for maintenance.

In the case of electricity supply, the fee consists of two contracts: one for the supply of electricity and another for its distribution. Water supply also involves a separate payment for water and a separate one for sewage. Regarding heating, the payment includes the cost of gigacalories and subscriber service.

Furthermore, the maintenance of the building is paid through the homeowners' association (HAA) or the management company. Payment for garbage is usually arranged in a separate contract. Utility providers have the right to charge a subscription fee for their services, which also affects the total number of bills consumers receive.

In the event of disputes, the company is obligated to consider the consumer's complaint within five working days. To draft a claim report, consumers are recommended to follow a certain algorithm:

  • draft a report;
  • invite a representative of the provider;
  • sign the report with neighbors;
  • send it by registered mail.

Thus, the innovations in the field of housing and communal services in Ukraine have led to an increase in the number of bills, complicating the payment process for the population.

The change in the structure of utility bills reflects the overall trend of decentralization and market reform in Ukraine. This may lead to increased competition among suppliers, but also poses new challenges for consumers. Consumers should be careful when receiving and paying bills, as errors in calculations can lead to financial losses or disputes with suppliers.
