One-Time 'Winter Support' Assistance
Residents living in communities currently or previously impacted by armed conflict can apply for a one-time financial aid called 'Winter Support,' established by the Ukrainian Cabinet of Ministers' Resolution No. 1084 dated September 3, 2026. Applications for this assistance should be submitted either to the Pension Fund of Ukraine or to local councils, depending on which of two designated community lists the area belongs to.
This support targets vulnerable groups residing in parts of Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv regions.
Eligible Vulnerable Groups
The aid is available to individuals who fall into the following categories:
- People with disabilities;
- Recipients of housing subsidies;
- Families receiving certain child-related benefits;
- Internally displaced persons receiving housing support.
Communities listed in the first category can submit applications through the Pension Fund’s service centers, Administrative Service Centers (CNAP), or authorized local council officials. Those in the second category can only apply via rural, settlement, or city councils.
It is worth noting that in spring 2023, the Pension Fund of Ukraine began awarding 6,500 hryvnias to select groups. Last year, winter assistance ranging from 1,000 to 6,500 hryvnias was distributed to specified categories of Ukrainians.

In addition to the one-time winter aid, residents can also benefit from a substantial 19,400 UAH payment available through the Pension Fund's contact center. This option provides further financial support to those in need, ensuring that vulnerable communities have access to essential resources during the winter months.
