In September 2025, EU countries sharply increased the number of temporary protection decisions for people who left Ukraine due to Russian aggression. Statistics record the highest growth in the last two years. Eurostat reports on this writes.
Record growth in protection decisions
Eurostat reports that in September, 79,205 new decisions were issued - this is 49% more than in August. The sharp increase is associated with a decree from the Ukrainian government, which in late August allowed men aged 18-22 to leave the country without additional restrictions. A total of 4.3 million people were under temporary protection in the EU at the end of September, which is 49,555 more than the previous month.
Countries that accept the most
The largest number of Ukrainians with protection were registered in three countries:

Germany – 1,218,100 people

Poland – 1,008,885

Czech Republic – 389,310.
In 24 EU countries, the number of people under protection has increased. The largest growth was recorded in Poland (+12,960), Germany (+7,585), and the Czech Republic (+3,455). A decrease was recorded only in France (-240). The highest rate per thousand population is in the Czech Republic (35.7), Poland (27.6), and Estonia (25.5).
As of September 30, Ukrainian citizens make up 98.4% of those who received temporary protection in the EU. By age groups: adult women – 44%, minors – 31%, adult men – 25.1%.

Eurostat clarifies that the data is based on a decision by the EU Council from 2022, which introduced the temporary protection regime. In June 2025, the European Council extended its validity until March 2027.
