Ukrainians Warned: Unspent Cashback Funds Will Return to State Budget

Funds on National Cashback Program Cards

Any money remaining on National Cashback program cards must be spent by the end of June 2024, or it will be automatically returned to the state budget. The program itself continues to operate normally, and cashback for purchases of Ukrainian goods will still be credited as usual. According to the Ministry of Economy,

“any funds unused as of the end of the day on June 30 will be returned to the state budget. The National Cashback program will continue to operate without changes.”

Cashback on Purchases

Program participants can earn either 5% or 15% cashback depending on the type of goods purchased. The 5% rate applies to:

  • Food products;
  • Automotive goods;
  • Pharmacy items;
  • Garden and farming supplies.

In contrast, a 15% cashback is awarded for non-food items, such as:

  • Clothing;
  • Footwear;
  • Electronics;
  • Toys;
  • Certain food products, including hard and soft cheeses, pasta, and oat or buckwheat groats.

Funds for April purchases will be credited to users at the end of May and must be spent by June 30. Cashback for May purchases will be paid out in July. Accumulated funds can be used for:

  • Paying utility bills;
  • Covering postal service costs;
  • Buying Ukrainian-made food products;
  • Purchasing medical items or medications;
  • Buying books or other printed materials;
  • Making charitable donations, including those supporting the Armed Forces of Ukraine.

The Cabinet of Ministers of Ukraine has extended the fuel cashback program until May 31, 2026. The compensation for fuel is capped at 500 hryvnias per month per user. Additionally, the government has approved a resolution setting the amounts for a one-time cash payment for Ukraine’s Independence Day in 2026.

To join the program, participants must open a dedicated payout card at one of the partner banks, designate cards for purchases, and authorize the bank to share transaction data. In the Diia app, under the Services section, users should select a payout card for the National Cashback from any partner bank.

The continuation of the National Cashback program is a key measure to bolster Ukraine’s economy by encouraging the consumption of domestic goods and services. The fuel cashback initiative also helps ease the financial burden on citizens, especially amid economic uncertainty. Given the importance of using funds before the deadline, Ukrainians are advised to plan their purchases to maximize the program’s benefits. Moreover, the program serves as a valuable tool for supporting local production and charitable causes, which is particularly critical during wartime.
