Funding Ukraine's 2026 Military Strategy
Ukraine requires $120 billion to implement its military strategy for the year 2026. Deputy Defense Minister Serhii Boiev stated that half of this amount, or $60 billion, is expected to be sourced from the state's own budget and loans from the European Union. The country anticipates receiving the other $60 billion from its allies in the form of security assistance.
Funding Priorities
The primary funding priorities identified for 2026 are:
- air defense (AD) and missile defense systems;
- missiles for these systems;
- domestically produced unmanned aerial vehicles (drones);
- long-range artillery ammunition.
Ukraine is urging its international partners to allocate approximately 80% of security aid specifically to these key areas. This massive financial requirement underscores the immense scale of the ongoing conflict and the need for sustained international support.
Since September 2025, Russian forces have intensified their offensive along the entire front line, highlighting the urgency of these measures. In preparation for the new strategy's implementation, Defense Minister Mykhailo Fedorov signed an order to launch the Mission Control drone management system within the Delta ecosystem. He also announced the creation of drone assault units operating under a new doctrine. Ukraine plans to manufacture over seven million drones this year, emphasizing the critical role of unmanned systems in the country's future military capabilities.
