Yana Kostenko’s Journey Back to Ukraine
Yana Kostenko left her job in Brussels and returned to Ukraine amid the war, choosing to join the Ministry of Social Policy, Family, and Unity of Ukraine under the #CreateUkraine program. This initiative seeks to bring Ukrainians with international experience into the public sector, a crucial step in encouraging professionals abroad to return and reintegrate into the country’s workforce.
Kostenko previously worked with international organizations, including the Ministry of the Interior of the Czech Republic, where she helped provide temporary protection for Ukrainians in Czechia. In her new role at the Ministry of Social Policy, she is overseeing the launch of Unity Centers for Ukrainians living abroad. The first of these centers have already opened in Berlin and Stockholm, offering support to Ukrainians during times of crisis.
The #CreateUkraine Program
The #CreateUkraine program is funded by Lithuania through the Lithuanian Development Cooperation and Humanitarian Aid Fund. It is implemented by the Lithuanian Center for International Partnership, in collaboration with Centrinė projektų valdymo agentūra - CPVA and the KSE Foundation. The initiative also receives support from the Lithuanian Ministry of Foreign Affairs and works closely with the Government of Ukraine.
Applications for #CreateUkraine 3.0 are currently open, with a deadline of August 14. This initiative plays a key role in integrating Ukrainians with global expertise into state institutions, which can have a positive impact on the country’s development during wartime.
Yana Kostenko’s return to Ukraine and her participation in the #CreateUkraine program highlight the importance of bringing professionals with international backgrounds into government roles, especially amid the ongoing war.
This approach not only helps reintegrate Ukrainians who have left the country but also improves governance practices and fosters new initiatives — both critical for Ukraine’s stability and recovery.
