On October 1, 2026, Ukrainian national Lyubov Rozhanska was taken into custody in Kazakhstan following a request from the Russian Federation, which accused her of child abduction. After being detained for three days, a Kazakh court decided not to impose preventive measures, allowing Rozhanska to leave the detention center. She subsequently traveled to a European Union country. Ukrainian authorities and human rights advocates pushed for her release, and Rozhanska is now planning to return to Ukraine.

Rozhanska, a citizen of Ukraine, was apprehended at Astana Airport where she had arrived to pick up her grandson, who was to be brought from Russia. Russian authorities suspect her of abducting the child and filed an extradition request through the Collective Security Treaty Organization (CSTO). In 2023, Russia opened a criminal case against her, accusing her of attempted child abduction.

Extradition Proceedings and Legal Context

At the end of August 2026, a court in Kaliningrad ordered Rozhanska to be held in custody and submitted an extradition request. Earlier, in March 2025, Ukraine's Supreme Court had designated Odesa as the residence of Rozhanska's grandson. The Ukrainian Ministry of Foreign Affairs appealed to Kazakhstan to refuse Russia's extradition demand. Dmitry Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, became involved in advocating for Rozhanska's release. Lawyer Oleksiy Pryanishnikov stated that Kazakhstan is maintaining a constructive dialogue with Ukraine concerning Rozhanska's situation.

Lubinets emphasized that Rozhanska might have been lured to Kazakhstan under the pretense of personally collecting her grandson. The case attracted significant attention from both human rights groups and the media, closely monitoring the developments. Following her detention and release, the question of Rozhanska’s eventual return to Ukraine remains unresolved.
