In April, Ukrainian attacks on Russia's oil infrastructure hit their highest monthly level since December of the previous year, causing a sharp decline in the country's oil refining operations—now at a 15-year low. At least 21 strikes targeted Russian refineries, offshore facilities, and pipeline systems, according to publicly available statements from both sides.
