Events of March 10, 2026
On March 10, 2026, Ukrainian Defense Forces launched a strike using Storm Shadow missiles against the 'Silicon El' microelectronics plant in Bryansk, Russia. This attack occurred within the context of the ongoing war, a conflict that has seen repeated Ukrainian strikes on military-industrial targets deep inside Russian territory. According to U.S. Special Envoy Steve Witkoff, during a phone call between U.S. President Donald Trump and Russian President Vladimir Putin, the Russian side stated it does not exchange information.
Witkoff noted: 'I can tell you that yesterday, during the call with the President, the Russians said they do not exchange information. That is what they said.'
Concurrently, Ukraine dispatched a team comprising military personnel and Secretary of the National Security and Defense Council Rustem Umerov to the Zatoka region. President Volodymyr Zelenskyy announced this initiative, stating the team 'can help protect lives and stabilize the situation.' He also emphasized that 'we see the challenges now due to strikes from Iran – through this entire war, which could drag on.'
Hungary's Resolution and Tax Legislation
Hungary passed a resolution rejecting Ukraine's membership in the European Union. The resolution was adopted with 142 votes in favor, 28 against, and 4 abstentions, indicating significant legislative support for this decision in Budapest.
Separately, the Verkhovna Rada of Ukraine considered tax bill No. 14025 on March 10. However, it failed to secure the necessary votes for passage, receiving only 168 votes from the 226 required. This highlights ongoing political challenges in achieving consensus on wartime fiscal policy within Ukraine's parliament.
Amid these developments, potential international negotiations were also discussed. President Zelenskyy indicated that a new round of talks could take place next week in either Switzerland or Turkey, underscoring continued diplomatic efforts to resolve the conflict.
The strike on the Bryansk plant and Hungary's rejection of EU membership for Ukraine point to escalating regional tensions and a lack of progress in peace talks. Meanwhile, the Ukrainian leadership's activity regarding the Zatoka region and attempts to establish diplomatic contacts demonstrate its intent to continue pursuing its interests internationally. The legislative difficulties over the tax bill further illustrate the internal challenges the country faces while at war.
