Government 'Affordable Loans 5-7-9%' Initiative
Ukraine’s state-backed lending scheme, known as the 'Affordable Loans 5-7-9%' program, continues to bolster micro, small, and medium-sized enterprises (MSMEs). Run by the National Development Institution (NDI), this initiative has delivered substantial financial relief to business owners across various economic periods.
Lending Statistics
Over the past week, authorized banks issued 885 subsidized loans totaling 5.1 billion UAH. Since the start of 2026, 19,969 loans worth 88.8 billion UAH have been granted. Under martial law in Ukraine, the total number of loans provided stands at 119,657, amounting to 459.2 billion UAH. Since the program’s inception, 154,479 loan agreements have been signed, representing 548.8 billion UAH in total financing.
The 'Affordable Loans 5-7-9%' program serves as a critical tool for supporting entrepreneurship in Ukraine, especially amid economic uncertainty and the ongoing state of martial law. By offering favorable financing terms, it helps drive MSME growth and supports the country’s economic recovery—a priority in the current environment.
