Postal Service Declares Readiness for Mail-in Voting
The Director General of Ukrposhta, Ukraine's national postal service, has stated the company is technically prepared to organize an election via mail. He indicated that the service would require one month to establish a system for delivering ballots. Ukrposhta has demonstrated its capability to deliver documents directly to front-line combat positions, suggesting elections could be logistically feasible even under difficult wartime conditions.
Substantial Hurdles and Challenges Remain
The proposed mechanism involves mailing ballots to unit commanders. However, as noted by Fedir Venislavskyi, a member of the parliamentary committee on national security, defense, and intelligence, significant difficulties exist. The likelihood of holding elections in May 2026 is considered extremely low, as the necessary legal framework is not in place. The ongoing war complicates all aspects of governance and security.
President Volodymyr Zelenskyy has expressed the view that elections are only possible after the war. He remarked: 'No one wants elections during war. Everyone is afraid of its destructive effect.'
While Ukrposhta's technical readiness reflects state efforts to preserve democratic processes during the conflict, experts point out that without the proper legislative foundation and a stable national situation, realistic opportunities for holding elections remain limited.
The state's plans to organize elections during the conflict raise significant concerns, as citizen safety and national stability are the paramount priorities at this time.
