The government has decided to restore state control over lotteries by establishing clear rules for operators in this sector. After 12 years in a 'gray' zone, where there was no control and reporting, and license fees were not paid, this decision will be a step towards legalizing the lottery business in Ukraine.
Lottery operators will now pay over 67 million hryvnias annually to the budget as license fees, and a license can only be obtained through open competitions. The introduction of an electronic accounting system will enable the state to control all processes of sales and prize payouts, as well as prevent the forgery of lottery tickets. Each ticket and terminal will contain a unique QR code for additional protection against fraud.
