The government is preparing a large-scale social reform: what will change for Ukrainians

The Ministry of Social Policy, Family and Unity of Ukraine plans a major transformation of the social security system. One of the key ideas is to transition to flexible targeted assistance tailored to the individual needs of citizens.




The future of the social system is individual targeted assistance, transparency of processes, and a dignified attitude towards every citizen.




Pension reform will be one of the main directions of the reform. The ministry plans to update the solidary system and shift to professional pensions with a clear linkage to contribution sizes. A mandatory accumulation model and support for families with children, aimed at real needs, are also planned.



New principles of social support provision


In the future, the creation of a Social Code of Ukraine is planned, which will enshrine principles of support based on the needs of citizens, as well as integration support for internally displaced persons through a digital 'single window' platform. The ministry focuses on supporting people with disabilities through a comprehensive assessment system based on international standards.
