Proposed Legislation Aims to Address Public Utility Debt
The Ukrainian government is drafting new legislation designed to tackle the widespread problem of unpaid utility bills. This initiative was discussed on the YouTube channel 'Oleg Popenko PRO' by housing and energy expert Oleg Popenko and journalist Lana Shevchuk. The planned amendments to existing laws aim to improve the critical situation surrounding household debt for essential services. Utility debt is a persistent issue in Ukraine, affecting both household budgets and the financial health of service providers.
Deputy Minister Kozlovska presented this draft law to the Verkhovna Rada. Oleg Popenko emphasized the scale of the problem, stating,
"Given our enormous debts, they are now creating a chain reaction of further debt. A new draft law is already being planned for the Verkhovna Rada, which will introduce changes"— highlighting the severity of public utility arrears and the necessity for state intervention.
The discussion also referenced statements by the head of 'Ukrposhta,' Ihor Smilianskyi, and former minister Tymofii Mylovanov. Popenko pointed to the financial struggles at the state postal service:
"At Ukrposhta, the salary is 8 thousand [hryvnias]. That tells you everything. And he still, since 2017, for 9 years now heading Ukrposhta, still cannot make it profitable, even though he sold off all its assets". These remarks underscore the broader challenges within public sector enterprises and the importance of reforms in the utilities sector.
