Systemic Measures to Tackle Electricity Market Debt Are Being Prepared by the Government

Systemic Solutions to Stabilize the Electricity Market

Ukraine's government is developing comprehensive measures aimed at stabilizing payment flows in the electricity market and resolving the debt crisis on the balancing market. The Cabinet of Ministers has instructed the relevant ministries, the National Energy and Utilities Regulatory Commission (NEURC), Ukrenergo, and Energoatom to devise appropriate mechanisms. According to Prime Minister Yuliia Svyrydenko, the first step will be launching a special electricity supply mechanism for municipal heating companies, water utilities, and state-owned mines. This initiative is designed to stabilize payments and halt the further accumulation of debt.

Changes in Fund Allocation and Military Unit Arrears

Additionally, the government plans to revise how funds from municipal heating companies are distributed, ensuring that a portion of payments is automatically directed toward electricity costs. Separately, the Ministry of Defense must propose a solution to clear the debts and manage current payments of military units, especially those operating in active combat zones.

“Resolving the debt issue is critically important for a stable passage through the coming winter,” said Yuliia Svyrydenko.

To improve the situation, the Ministry of Energy, Ministry of Finance, and Ministry of Economy, together with NEURC and NPC Ukrenergo, have also been tasked with exploring opportunities with international financial organizations to secure funding for clearing balancing market arrears. These steps are essential for ensuring market stability and supporting key sectors of the economy.

The proposed government measures signal a proactive effort to address financial challenges that could threaten Ukraine's energy security and stability, particularly during the winter months. A stable electricity market is vital not only for households but also for industry, underscoring the importance of timely and effective implementation of these initiatives.
