Revised Rules for New Power Generation Auctions

The Ukrainian government has approved updated rules for auctions to build new power generation capacity and for renewable energy projects. This decision allocates 12.85 billion UAH (hryvnias) for regional resilience plans. It also notes that the total need for the restoration and modernization of Ukraine's energy sector over the next decade is $90.6 billion, a figure 34% higher than previous damage estimates. This massive investment requirement underscores the scale of rebuilding needed after targeted attacks on infrastructure.

Energy Minister Denys Shmyhal announced that the Cabinet of Ministers passed two resolutions, which include launching a tender for the construction of over 1 GW of new generation capacity. For 2026, a support quota for renewable energy has been set at 330 MW, allocated as follows:

  • 250 MW for wind energy,
  • 33 MW for solar energy,
  • 47 MW for other types of renewable energy.

Shmyhal stated that these changes introduce more market-based logic, simplified participation conditions, regional lots, and a clearer alignment of new capacity with the system's actual peak-hour needs.

Regional Resilience Plans and Winter Preparedness

During a meeting on April 2, regional and municipal resilience plans were discussed. The Cabinet has allocated funds for 209 facilities in frontline regions and the Kyiv Oblast. Denys Shmyhal emphasized that these decisions work in tandem: one helps secure new generation where it is most needed, while the other opens a more predictable market pathway for renewable energy development and investment attraction.

President Volodymyr Zelenskyy also stressed the critical importance of preparing for the next winter and restoring infrastructure, including road repairs.

These steps highlight the government's focus on modernizing Ukraine's energy sector, a crucial endeavor amid ongoing challenges.
