Revised Framework for Deferring Conscription-Eligible Workers

The Ukrainian government has overhauled the system that allows critical enterprises to reserve conscription-eligible employees from military service. Under the updated policy, a new minimum salary requirement has been introduced: workers must earn at least three times the minimum wage, or 25,941 hryvnias, to qualify for reservation. For businesses located in frontline areas, this bar is lowered to 2.5 times the minimum wage, equivalent to 21,618 hryvnias. These adjustments will directly affect how companies calculate their employee quotas and meet the criteria for being deemed critical.

New Regulations and Their Implications

Under the revised rules, individuals who already hold a deferment from conscription, as well as those working multiple jobs, will now be counted only at their primary place of employment. The provision concerning multiple-job holders will take effect in mid-June. Ministries, central executive authorities, and regional military administrations are required to re-approve their own criticality criteria within one month, and these criteria must be coordinated with the Ministry of Defense and the Ministry of Economy.

Over the next three months, the status of all enterprises already classified as critical will be reviewed. Until a new decision is made, current critical designations and any already-issued reservations will remain valid. Oleksiy Sobolev noted that employee reservation remains a vital tool for supporting critical businesses, emphasizing that the system must be transparent, fair, and resistant to manipulation.

These changes to the employee reservation framework highlight the government's efforts to adapt to shifting economic conditions and national defense needs. By setting new salary thresholds, the aim is to ensure that only key specialists—those capable of maintaining stability in critical economic sectors—are reserved, especially during wartime. The upcoming review of enterprise statuses and the implementation of fresh criteria are expected to improve resource management and help preserve jobs in the most strategically important areas of the country.
