Ukraine’s Proposed Pension System Transformation
The Ukrainian government has formally presented its pension reform concept to the Verkhovna Rada, aiming to fundamentally reshape the country’s retirement framework. The corresponding bill is expected to be put before lawmakers this autumn. Under the new design, pensions would consist of two components: a state-funded base portion, and an insurance-linked part determined by an individual’s work history and contributions.
Special pensions would be gradually transitioned into professional pension schemes. The reform’s core element is a reallocation of resources within the pension system, which proponents argue should encourage the growth of voluntary retirement savings. Halyna Tretiakova, Chair of the Parliamentary Committee on Social Policy and Veterans’ Rights Protection, outlined five primary objectives for the overhaul.
Five Key Reform Goals
- Raise the income replacement rate to between 40% and 60% of wages.
- Establish clear pension rules for mobilized military personnel.
- Standardize the retirement age across all citizens.
- Introduce a funded pillar, at least for professional pensions, in line with EU directives.
- Create a funded component for workers receiving salary increases.
Olha Vasylevska-Smahliuk noted that 'by introducing the base component, they hope to eliminate the current effect where payments significantly lose value just three years after retirement.'
At the same time, 'new' retirees currently receive considerably higher payments despite having equivalent work experience and salary levels. Consequently, the reform aims to improve pension conditions for Ukrainians.
This presented concept marks a significant step toward modernizing Ukraine’s pension system, which needs to adapt to shifting economic realities and demographic changes. The anticipated changes could substantially affect retirees’ financial security, raising their living standards and ensuring the system’s overall stability. Successful implementation of these goals may prove decisive in strengthening social protection for citizens across the country.
