Vasyl Shkurakov Appointed as Deputy Minister of Defense
The Ukrainian government has named Vasyl Shkurakov as a Deputy Minister of Defense. In this role, he will be responsible for budget planning, the financial system, and internal audit. Shkurakov brings over a decade of experience in managing public finances. His previous positions include serving as Deputy Minister of Finance and First Deputy Minister for Communities and Territories Development. During the ongoing war, he has been instrumental in ensuring the financial stability of critical infrastructure.
In a broader reshuffle, the Cabinet of Ministers also approved an updated roster of deputies for the defense chief. Oleksiy Vyskub, who has served as First Deputy Minister of Digital Transformation since 2019, was appointed First Deputy Minister of Defense. Additionally, Mstyslav Banik was named a Deputy Minister of Defense and will be in charge of reforming procurement processes.
'We are building the Ministry of Defense as an effective structure capable of achieving its goals. Vasyl Shkurakov will be responsible for the financial system and internal audit. The focus is on building a transparent, manageable, and data-driven financial system for the Ministry of Defense,' stated Mykhailo Fedorov.
The key tasks for the new Deputy Minister of Defense include:
- Ensuring high-quality budget planning and execution so that resources align with the real priorities of the front line;
- Managing all sources of funding;
- Strengthening economic analysis to inform management decisions;
- Digitizing financial reporting and control to enable decisions based on quality data.
Shkurakov's appointment is a significant step in strengthening the financial foundation of the defense establishment, a critical need during wartime. This role demands not only professional expertise but also the ability to adapt to rapidly changing conditions. Given his background, he is well-positioned to contribute substantially to reforming financial processes within the ministry. This appointment comes as Western allies continue to provide substantial financial and military aid, underscoring the need for rigorous oversight.
The renewal of the deputy minister team signals the government's intent to create an efficient structure capable of meeting its objectives amid contemporary challenges. The importance of sound budget planning and financial management cannot be overstated, as it directly impacts Ukraine's capacity to counter external threats.
As the Ministry of Defense undergoes significant changes, the appointment of new deputies aims to enhance various operational aspects. For instance, the recent selection of officials tasked with overseeing procurement and analysis on the frontlines highlights the government's commitment to optimizing resource allocation during these challenging times.
