Ukraine Extends Energy Support for Entrepreneurs with Grants and Zero-Interest Loans

Extension of the Energy Support Program for Sole Proprietors

The Ukrainian government has renewed and expanded its 'Energy Support for Sole Proprietors' program. The application deadline has been extended to May 31, 2026, and more business sectors are now eligible for aid. This initiative is part of ongoing efforts to bolster the economy amid the ongoing war and energy crisis. Over UAH 1.3 billion from the 2026 Unemployment Insurance Fund budget has been allocated for these new measures. To date, the program has already disbursed UAH 380 million to 38,000 entrepreneurs.

Details of the Government's Energy Support Package

Since February 2, 2023, eligible entrepreneurs have been able to access this government support package. Sole proprietors (classified in groups 2-3) with at least one hired employee can receive a one-time, non-repayable grant ranging from UAH 7,500 to UAH 15,000. Applications are submitted online via the government's 'Diia' portal under the 'Entrepreneurship' category on the 'Energy Resilience Assistance for Sole Proprietors' service page. Funds are credited to a 'Diia.Card' issued by partner banks, including PrivatBank, Sense Bank, Credit Dnipro Bank, A-Bank, and monobank.

The list of eligible business activities has been broadened and now includes:

  • Food production of dairy and confectionery products
  • Water supply services
  • Support activities in the field of education
  • Specialized retail trade of hardware, building materials, sports equipment, plants, seeds, and animal feed

Additionally, micro, small, and medium-sized businesses can access preferential loans of up to UAH 10 million at 0% annual interest under the 'Affordable Loans 5-7-9' program. These loans, with terms of up to three years, can be used to purchase cogeneration units, diesel, gasoline, and gas generators.

The extension of the Energy Support program represents a crucial step in assisting entrepreneurs during a period of economic instability and energy challenges. By widening the range of eligible business sectors, the government demonstrates its commitment to supporting diverse parts of the economy. This move is expected not only to preserve jobs but also to foster business recovery across Ukraine.
