Updates to Shelter Requirements During Air Raid Alerts

The Ukrainian government has extended the validity of its decree regulating business operations under the yellow level of air raid alert, while introducing adjustments to shelter requirements for employees and customers. Prime Minister Serhiy Koretsky announced that businesses will receive additional time to set up protective shelters or safe spaces. These amendments were proposed to business associations and initiated two months ago.

Shelter Standards and Compliance

Recent assessments revealed that many businesses have yet to meet fundamental safety standards related to shelters. Although no specific deadlines were provided, the prime minister emphasized that shelter requirements vary depending on the number of employees and visitors present simultaneously. The Ministry of Economy and the Ministry of Internal Affairs are responsible for detailing these standards. Shelters do not necessarily need to be located on company premises; nearby facilities with adequate capacity can also be used.

Serhiy Koretsky stressed the importance of people knowing the exact locations of shelters, stating:

“At the same time, people must clearly know where the shelter is located.” - Serhiy Koretsky

By March 4, military administrations are tasked with collecting data on how businesses are complying with these requirements. Based on this information, the government will decide on further actions. Koretsky reminded that:

“Delays do not mean the requirements are canceled. People's safety remains the top priority.” - Serhiy Koretsky

He also noted the availability of mobile shelter options, highlighting that the simplest solutions—such as mobile structures or informing about the nearest underground shelters—can ensure safety. Koretsky concluded:

“Prioritizing people’s safety remains unchanged. At the same time, we continue enforcing the decree because halting the economy and daily life is not an option.”

These adjustments reflect the government’s effort to balance necessary safety measures with the ongoing need to sustain economic activity amid uncertain security conditions. For businesses operating in Ukraine, readiness to comply with evolving safety protocols is crucial, as accessible shelters play a vital role in protecting staff and clients during air raid alerts. The government urges companies to approach these obligations with responsibility and care.

As businesses adapt to the extended operational guidelines, it is crucial to understand the implications of the new regulations on shelter preparation.
