The government proposes criminal liability for illegal departure of conscripts

The Cabinet of Ministers of Ukraine submitted a bill to the Verkhovna Rada that provides for increased responsibility for conscripts for border violations. According to this bill, all cases of illegal border crossing will be transferred to the jurisdiction of the State Border Guard Service, and it is also proposed to strengthen criminal sanctions.




Lawmakers are considering the possibility of criminalizing illegal departure abroad outside of checkpoints during martial law, as well as for damage or destruction of border infrastructure. It is also proposed to establish liability for violating the established duration of stay abroad for conscripts, recruits, and reservists.




In light of the escalation of the situation in eastern Ukraine, the government proposes to increase the responsibility of conscripts for border violations as well as illegal departures beyond it. This aims to ensure the country's security and to regulate the situation at the border. Relevant legislative changes may help prevent possible provocations and threats to national security.
