Major Government Reshuffle in Ukraine

The Ukrainian Cabinet of Ministers has enacted a significant personnel overhaul, dismissing and appointing a series of deputy ministers and state secretaries within several critical agencies. This restructuring affects the Ministries of Defense, Education and Science, Energy, and Digital Transformation. The stated goal is to enhance the operational efficiency of state bodies in the face of contemporary challenges, as the country continues to navigate a period of profound national crisis.

Key Dismissals and Appointments

As part of this reshuffle, the government dismissed several officials. Notably, the following individuals were removed from their posts as Deputy Ministers of Defense of Ukraine:

  • Hanna Yuriivna Hvozdiar
  • Volodymyr Oleksandrovych Zaverukha
  • Anatolii Oleksandrovych Klochok
  • Oleksandr Viktorovych Kozenko
  • Mykola Mykolaiovych Shevtsov
  • Anatolii Anatoliiovych Kutsevol

Kutsevol had served as Deputy Minister of Defense for European Integration. Within the Ministry of Education and Science, Andrii Borysovych Stashkiv was dismissed. At the Ministry of Energy, Anatolii Vasylovych Korzun and Roman Valentynovych Andarak were removed; Andarak had been acting deputy minister for digital development. The government also dismissed Serhii Mykolaiovych Suiarko as State Secretary of the Ministry of Energy and Ivan Myronovych Turchak as State Secretary of the Ministry of Digital Transformation.

Furthermore, the government appointed new individuals to vacant positions. Specifically, Valentyna Volodymyrivna Moskalenko became Deputy Minister of Energy. Anatolii Anatoliiovych Kutsevol was appointed Deputy Minister of Energy for European Integration, while Maksym Anatoliiovych Malashkin became State Secretary of the Ministry of Energy. Ivan Myronovych Turchak was appointed State Secretary of the Ministry of Defense. Dmytro Volodymyrovych Rugaiev has been temporarily assigned to perform the duties of State Secretary of the Ministry of Digital Transformation.

These personnel changes, particularly the appointment of new individuals to key posts, signal the government's active efforts to optimize ministerial operations and improve management processes. Defense Minister Mykhailo Fedorov assumed leadership of the ministry on January 14, 2026, and his tenure is expected to influence further reforms within the defense sector.
