Government Approves VAT on Imported Parcels from Zero Euros and Sets New Marketplace Rules for Shipments Under 150 Euros

New Tax Regulations for International Shipments

On September 7, 2023, the Ukrainian Government passed a series of legislative measures targeting the taxation of international parcels. These reforms introduce value-added tax (VAT) on all imported parcels starting at a value of zero euros. Additionally, fresh guidelines have been established for online marketplaces handling shipments valued up to 150 euros. Importantly, non-commercial parcels worth up to 45 euros will continue to benefit from preferential tax treatment.

The bills have been refined based on feedback received and coordinated with the European Union to ensure alignment with EU standards. These regulations are scheduled to take effect no earlier than July 2027. The adoption of these rules is also a prerequisite for Ukraine to receive the EU’s second macro-financial aid installment, estimated at around 4 billion euros.

Projected Budgetary Impact

Implementation of these tax changes is expected to generate approximately 10 billion hryvnias in additional annual revenue for the Ukrainian state budget. These funds are earmarked for defense needs, highlighting the legislation’s significance for both the country’s economic stability and military support.

This legislative package underscores Ukraine’s commitment to harmonizing its economic framework with European norms while strengthening national financial resilience. Applying VAT to imported parcels is likely to have a considerable effect on the e-commerce sector, as well as enhance funding for Ukraine’s defense efforts amid ongoing challenges.

The anticipated increase in government income from these reforms could greatly improve Ukraine’s fiscal health, providing vital resources for the country’s protection and development.
