Cabinet Approves 2025 State Budget Report with a Deficit of 18.3% of GDP

2025 State Budget Execution Report

The government has approved the annual report on the implementation of the 2025 state budget. According to the document, revenues reached 3.84 trillion hryvnias, a 23% increase compared to 2024. Budget expenditures totaled 5.48 trillion hryvnias, up 22.1% from the previous year. A significant portion—3.83 trillion hryvnias—was allocated to national security and defense, accounting for 42.9% of gross domestic product (GDP).

The budget deficit stood at 18.3% of GDP, well below the planned level of 25.8% of GDP. Other major spending categories included social protection, which received 663.7 billion hryvnias, enabling payments to nearly 23 million citizens. Pensions were also increased by 11.5%. Healthcare received 222.1 billion hryvnias, with 172.8 billion hryvnias directed to the medical guarantees program. Education funding amounted to 197 billion hryvnias, while capital expenditures for recovery totaled 342.7 billion hryvnias, a 12% increase from earlier levels.

Financial Results and Their Impact

The weighted average cost of debt declined from 5.1% to 4.55%, while the average debt maturity extended from 11.4 years to 13.37 years. These results reflect the budget's execution amid a challenging economic environment.

Approval of the annual state budget execution report for 2025 underscores the government’s efforts to maintain fiscal stability and social payments under difficult conditions. Revenue growth and a lower weighted average cost of debt indicate positive trends in financial management, which could help improve the country’s economic outlook. Spending on security and social protection remains a priority given current challenges. Through these measures, the government can preserve social stability and continue implementing support programs for the population.
