In 2025, the Ministry of Economy of Ukraine implemented widespread deregulation, canceling 205 instruments of state regulation for business. This step aims to simplify doing business in the country and reduce the administrative burden on entrepreneurs. Furthermore, the government submitted a draft law to cancel another 63 regulatory instruments to the Verkhovna Rada of Ukraine, indicating its intention to continue the course of deregulation.

Innovations and Their Impact

One of the innovations is the introduction of risk-oriented supervision, which will allow more effective monitoring of business activities, focusing efforts on those areas where risks are highest. At the same time, in 2025, the digital service ePermit was launched, which simplified the application process. A total of more than 17,000 applications for the declaration of material and technical resources were submitted through this service.

It is expected that the Ministry of Economy will continue to implement risk-oriented supervision in 2026, which may lead to further optimization of the business environment in Ukraine. These changes are important steps towards creating more favorable conditions for entrepreneurship in the country.
