Updated Guidelines for Simplifying Decommissioning of Land Reclamation Facilities

The government has introduced simplified procedures for writing off state-owned land reclamation infrastructure, including irrigation and drainage systems. Many of these structures have fallen out of use due to their deteriorated condition, damage, or lack of demand. The new regulations take into account the unique characteristics of reclamation assets, aiming to improve resource management efficiency.

Technical surveys will now determine whether facilities require complete or partial dismantling, or if they can be decommissioned without removal. Environmental impacts related to dismantling will also be evaluated. This initiative builds on ongoing reforms in managing reclamation infrastructure and supports better stewardship of natural resources.

By simplifying these procedures, the government seeks to enhance the utilization of reclamation infrastructure, which plays a critical role in providing water resources to agriculture. Additionally, reducing maintenance costs for abandoned facilities and mitigating environmental risks in affected regions are expected benefits of this policy update.
