Streamlined Process for Temporary Housing for Displaced Persons

The Ukrainian Cabinet of Ministers has simplified the procedure for providing temporary housing to internally displaced persons (IDPs) by offering preferential leases on state and municipal property. Prime Minister Yuliia Svyrydenko announced the new measures, stating they will improve access to vacant dormitories, sanatoriums, training bases, and other facilities. This initiative aims to help local communities more quickly establish temporary accommodations for people forced to flee their homes due to the war. This policy addresses a critical need, as millions of Ukrainians have been displaced since the full-scale invasion began in February 2022.

Terms of the New Program

Under the new program, public associations and charitable organizations can lease premises to house IDPs at a rate of 0.01 of the standard calculated rent. State and municipal institutions in the fields of education, healthcare, culture, physical culture and sports, and social protection can now lease property for housing IDPs without an auction for 1 hryvnia per year per object.

  • Public associations and charitable organizations: lease at 0.01 of the standard calculated rent.
  • State and municipal institutions: lease for 1 hryvnia per year without an auction.
  • Business entities with a state share exceeding 50%: transfer of real estate for housing IDPs for 1 hryvnia per year.

The Cabinet of Ministers is also implementing a financial support mechanism for citizens forced to relocate due to emergencies. This includes providing one-time, interest-free loans to help with household setup in a new location.
