Ukraine’s Government Unveils New Measures to Deregulate the Construction Sector

Ukraine’s government has adopted fresh decisions aimed at deregulating the construction industry, designed to streamline regulations and speed up the country’s reconstruction. Prime Minister Yuliia Svyrydenko outlined key changes spanning three main areas: procurement, pricing, and construction near aerodrome zones.

  • Framework agreements will be introduced for publicly funded construction projects, simplifying the procurement process.
  • Cost estimation approaches are being updated to better reflect market conditions and actual expenses.
  • A digital database for construction material prices will be launched within an electronic system, aimed at boosting transparency in this sector.

Additionally, the government is addressing restrictions on building near aerodrome areas and easing permit procedures. An alternative for obtaining administrative services has been introduced, along with a mechanism for appealing decisions. The Ministry of Communities and Territories Development and the Ministry of Justice are working on a draft law that will establish clear timelines for appealing construction-related decisions.

“The government continues deregulation in other sectors. The state’s task is to make life easier for businesses and create conditions for the country’s rapid reconstruction,” stated Yuliia Svyrydenko.

These changes aim to improve the business climate in Ukraine and ensure efficient rebuilding.

The adopted decisions signal the government’s intent to support the construction sector, which is vital for Ukraine’s economic recovery after the conflict.
