How Ukraine plans to tackle gambling addiction

For the first time in the country's history, Ukraine's government has approved a national strategy addressing gambling addiction, with a timeline running through 2035. The plan is expected to be carried out jointly by 40 state bodies, using an all-around approach that covers prevention, early identification of addiction, treatment, and rehabilitation, with a particular focus on military personnel and veterans. The strategy's long-term horizon and multi-agency approach signal that gambling addiction is being treated as a sustained public health priority in Ukraine.

Key priorities under the plan

The strategy lays out several main priorities, including:

  • Launching large-scale public awareness efforts;
  • Introducing school lessons to educate students about the dangers of gambling;
  • Setting up screening and early-detection tools for gambling addiction;
  • Developing dedicated protection and rehabilitation programs for military personnel and veterans;
  • Broadening access to treatment and psychological support.

The strategy also calls for systematic blocking of illegal gambling websites and related advertising, as well as stronger enforcement against crime linked to the gambling industry. Additional details on the plan's implementation have been published on the website of Ukraine's Ministry of Digital Transformation.

The adoption of this strategy marks a meaningful step in responding to gambling addiction, an issue with a substantial impact on society.

The plan's implementation could help limit the harmful effects of gambling, especially among vulnerable groups such as military personnel and veterans. Raising awareness through educational programs is a vital part of preventing the development of addiction in younger people.

As part of its comprehensive approach to combat gambling addiction, Ukraine is also launching an extensive awareness initiative that has already reached seventeen regions. This campaign aims to inform the public about the dangers of gambling and complements the newly adopted national strategy.
