Why critical enterprises matter for Ukraine’s economy

Critical enterprises generate over half of Ukraine’s tax revenue, according to Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture. These businesses account for 60% of tax income, highlighting their crucial role during wartime. As of today, 1.37 million people have been officially reserved from military service, underscoring how this system helps maintain national stability.

Reservation priorities and system adaptation

Reservation priority goes to several key sectors, including:

  • defense industry,
  • energy,
  • healthcare,
  • housing and utilities.

Sobolev stated:

“1.37 million people have been reserved. Over the past year, the number of reservations has increased slightly. More waves of reservations are coming. And you can see the system is holding.”
This shows that despite challenges, the reservation system continues to function, keeping critical sectors operational.

The minister also pointed to a large number of citizens who are either wanted by authorities or have deserted their units. These individuals are not participating in combat and are not formally employed.

“This is a reserve we can tap into—so they either work or fight,”
he added. This suggests an opportunity to better allocate human resources for national defense.

Lists of enterprises eligible for reservation are reviewed every six to nine months. Recently, the 'Diia' app shortened the reservation period for some workers, reflecting how the system adapts to current conditions. Ukraine’s mobilization has been ongoing since Russia’s full-scale invasion began, and men aged 18 to 60 who are medically fit can be called up for military service.

“This is just routine work to keep the system alive,” Sobolev emphasized, pointing to the need for sustained activity in key economic sectors during the war.

The situation with reserving specialists and workers at critical enterprises underscores how economic stability matters for Ukraine amid conflict. The growing number of reserved individuals shows how state mechanisms are adapting to wartime challenges. Both market players and government bodies must remain flexible to support defense capability and economic activity.

As the government seeks to optimize military recruitment, understanding the new regulations for military service deferment becomes essential. These updated guidelines are intended to ensure that vital sectors remain staffed while balancing the needs of national defense, reflecting the ongoing adjustments in response to the current situation.
