Ukraine Allocates 9.2 Billion Hryvnias to Fortify 245 Critical Infrastructure Sites

Україна інвестує 9,2 мільярда гривень у зміцнення 245 важливих об'єктів інфраструктури.

Funding for Ukraine's Critical Infrastructure

The Ukrainian government has allocated over 9.2 billion hryvnias to provide engineering and technical protection for 245 critical infrastructure sites. This funding is part of a second tranche under national resilience plans, designed to enhance security and stability amid ongoing challenges. The Ministry for Communities and Territories Development, the State Agency for Restoration, and regional military administrations will be responsible for distributing the funds. This move is a key part of Ukraine's strategy to harden essential services against targeted attacks.

Specifically, Ukrzaliznytsia (Ukrainian Railways) will receive 525.8 million hryvnias, while the State Agency for Restoration is allocated 5.2 billion. Regional military administrations have been granted nearly 3.5 billion. This financing is a crucial step in preparing critical infrastructure for the winter season. Separately, the Cabinet of Ministers has also directed 12.85 billion hryvnias from resilience plans to protect 209 facilities in frontline regions and the Kyiv oblast.

Regional Breakdown of Funding

The funding for regional military administrations is distributed as follows:

  • Vinnytsia oblast - 294 million hryvnias
  • Volyn oblast - 64.4 million hryvnias
  • Zhytomyr oblast - 210 million hryvnias
  • Ivano-Frankivsk oblast - 528 million hryvnias
  • Kirovohrad oblast - 105 million hryvnias
  • Lviv oblast - 606 million hryvnias
  • Poltava oblast - 825.8 million hryvnias
  • Rivne oblast - 147 million hryvnias
  • Ternopil oblast - 84 million hryvnias
  • Khmelnytskyi oblast - 210 million hryvnias
  • Cherkasy oblast - 252 million hryvnias
  • Chernivtsi oblast - 126 million hryvnias

The total estimated need for restoring and modernizing Ukraine's energy sector over the next decade is now 90.6 billion dollars, which is 34% higher than previous damage assessments. Oleksiy Kuleba, commenting on these measures, stated:

'We continue to systematically implement resilience plans so that infrastructure functions even under pressure.' - Oleksiy Kuleba

The government's decision underscores the vital importance of strengthening critical infrastructure in Ukraine, particularly during wartime and amid growing risks. This funding will not only help prepare facilities for winter but also ensure their uninterrupted operation under unstable conditions. Given the massive scale of the energy sector's recovery needs, these measures form a foundational step toward stabilizing the country and its economy for the long term.

In addition to this significant funding, the Ukrainian government is also set to allocate another 11.2 billion hryvnias aimed at enhancing the protection of critical infrastructure. This comprehensive approach underscores the urgency of safeguarding essential services amidst ongoing threats.
