Ukraine Designates Agency to Manage Billions in Frontline Road Repairs

Road Repairs in the Combat Zone

The Ukrainian government has designated the State Special Transport Service as the sole contracting authority for road repair and maintenance within the combat zone. This move centralizes the critical task of restoring infrastructure near the front lines. Funds from the state reserve have been allocated for these urgent restoration and repair works. The agency will be responsible for fixing highways located within 40 kilometers of the active combat line.

Specifically, the Cabinet of Ministers has allocated 298.8 million UAH from the state budget's reserve fund for road repairs in the city of Barvinkove, Kharkiv Oblast. An additional 3 billion UAH has been set aside for immediate, urgent repairs to high-traffic national highways. Furthermore, the government has distributed 12.6 billion UAH, which was already earmarked in the 2026 state budget, for the repair and upkeep of public roads.

Project Deadlines

Urgent repairs on international highways must be completed by May 1, 2026, with all major works scheduled to finish by June 1, 2026. As Ukrainian Deputy Prime Minister Yulia Sviridenko noted,

"The government has made a decision that will allow work to begin immediately on priority routes—where military personnel move, the wounded are evacuated, and supplies are delivered."
She added,
"The list and priorities are determined by the General Staff. Work begins immediately after the list is approved and damage assessments are conducted."

Ukrainian President Volodymyr Zelenskyy has previously stated that 52 billion UAH is needed for road repairs across Ukraine. This underscores the scale and urgency of the nationwide road repair effort, particularly given the ongoing conflict and the need to ensure safety in areas affected by hostilities. Maintaining these vital arteries is crucial for military logistics, civilian movement, and economic resilience.
