Cabinet's Landmark Move on Tourism Governance
On August 6, 2026, Ukraine's Cabinet of Ministers issued Resolution No. 1003, formally placing the development of national tourism and resort policy under the Ministry of Culture. This change folds tourism into the country's humanitarian sector, a departure from the previous arrangement where the State Agency for Tourism Development of Ukraine (DART) coordinated through the Vice Prime Minister for Reconstruction. The move underscores how tourism is being woven into Ukraine's heritage and recovery agenda.
Tetiana Berezhna, Vice Prime Minister for Humanitarian Policy and Minister of Culture, acknowledged the difficulties but stressed Ukraine's vast tourism potential.
“People who travel across Ukraine encounter its culture, history, cities, landscapes, and inhabitants. Tourism has the potential to be a key driver for regional recovery, community growth, and local business. Working with DART, we intend to create a coherent national policy that supports tourism products, builds infrastructure, and boosts global interest in Ukraine,”she said.
Domestic Campaign and Sector Revival
In early August 2026, Ukraine also launched a nationwide initiative called 'Back to Yourself through the Familiar' as part of the broader program 'Journey to Yourself: Recovery Paths'. This campaign includes a dedicated website that helps people create personalized travel routes. Meanwhile, data from Opendatabot show that in 2025, Ukraine's tourism sector once again began generating revenue, signalling a positive turnaround.
Natalia Tabaka, head of DART, emphasized that the government's priority remains building a competitive, transparent, secure, digitalized, and resilient tourism ecosystem.
“Tourism now serves as a means of mental and physical renewal. DART will focus its future efforts, in partnership with the Culture Ministry and other government bodies, on making that vision a reality,”she said.
Research indicates that domestic vacations in Ukraine during summer 2026 cost 25-40% more than before. That points to an industry adjusting to new realities, though significant challenges remain. Overall, Ukrainian tourism continues its recovery, and the latest initiatives could give it a further boost.
The cabinet's decision represents a significant step toward embedding tourism in the wider humanitarian framework, potentially helping both the sector's post-crisis recovery and the development of local communities. The planned measures, including the 'Back to Yourself through the Familiar' campaign, are designed to inspire Ukrainians to explore their own regions, which could add fresh momentum to domestic tourism.
