State Aid for Essential Infrastructure Personnel

The Ukrainian government has introduced a monthly financial assistance program, providing 30,000 hryvnias to employees of energy, heating, water supply companies, municipal services, and railway workers throughout the heating season. These payments will begin in November 2026 amid ongoing attacks targeting the country’s critical infrastructure.

Since August 2026, more than 2,000 strikes have been recorded against vital infrastructure sites. Russian forces are reportedly launching between 300 and 400 drones daily, alongside cruise and ballistic missile attacks. Damage to power lines and exposed network components has significantly complicated restoration efforts, as noted by Prime Minister Serhiy Koretsky.

'Over 2,000 hits have been recorded since August. The destruction of power lines and exposed network parts severely worsens the situation. Restoration must be carried out repeatedly, on a scale far exceeding previous years,' — Serhiy Koretsky

Annual Awards for Energy Sector Employees

Earlier in February 2026, the government established an annual Cabinet of Ministers Award dedicated to energy sector workers. Up to 50 awards of 200,000 hryvnias each will be granted yearly to recognize exceptional contributions.

'I thank everyone working across the country at this moment. You restore the networks, bring back electricity, water, and heat, and do everything possible to disrupt the enemy’s plans,' — Serhiy Koretsky

These new financial initiatives aim to support those maintaining critical infrastructure amid escalating threats. Given the persistent assaults on energy facilities, these monthly payments will provide vital aid to workers risking their lives daily to secure Ukraine’s energy stability. The introduction of the annual award further underscores the government’s recognition of their indispensable role during this challenging time.
