Pilot Project to Modernize Employment Center Services

The Ukrainian government is launching a two-year pilot project to modernize its Employment Center services using a new system called 'Horizon' (Obrii). This initiative is being implemented in stages in collaboration with the Ministry of Digital Transformation and the Ministry of Economy. Its primary goal is to transform job placement into a fast and convenient digital process, integrated with the 'Diia' portal and Administrative Service Centers (ASCs). This move is part of a broader push to digitize public services and reduce bureaucratic hurdles for citizens.

Implementation Stages and New Features

The job search process in Ukraine will transition to a digital format, significantly simplifying interaction between employers and candidates. The first stage involves the technical integration of the 'Horizon' system with the 'Diia' ecosystem. The second stage will see the launch of new services within the 'Diia' app and portal. In the third stage, these digital services will become available at local ASCs, allowing citizens to access necessary services closer to home.

The government has defined a list of 12 mandatory services for ASCs, including:

  • Registering as unemployed
  • Applying for unemployment benefits
  • Obtaining certificates and work permits for foreigners
  • Submitting applications for business grants

Importantly, employers will be able to search for personnel, schedule interviews, and officially hire employees entirely online. Candidates will have access to job vacancies matched by artificial intelligence, enabling them to find work without physically visiting government offices.

Soon, the Ministry of Economy will announce a call for testers to evaluate the new system's performance. Through this project, the Ukrainian government aims to create an efficient, modern employment platform that meets contemporary societal needs. This initiative represents a significant step in the digitalization of public services in Ukraine, which could substantially improve accessibility and efficiency in the job market. By aligning with global digital trends, such innovations have the potential to positively impact the country's economic situation, simplifying job searches and enhancing the effectiveness of employer-employee interactions.
