Government Launches €400 Million Social Housing Initiative: Who Qualifies?

Meeting at the Ministry of Development

A meeting was held at the Ministry for Communities, Territories and Infrastructure Development between Deputy Minister Nataliia Kozlovska and Bernadette Castel-Hollingsworth, a representative of the UN Refugee Agency (UNHCR). The discussion centered on implementing a new housing law, expanding social rental housing, and coordinating aid through the Damaged Property Registry, particularly for Internally Displaced Persons (IDPs). This initiative is part of a broader effort to address a severe housing shortage exacerbated by the ongoing conflict.

Under the new 'Fundamentals of State Housing Policy' Law, the Government has six months to adopt the necessary by-laws after it comes into force. Implementing this core legislation will require amendments to approximately 70 other regulatory acts. To develop social rental housing, over 50 projects are currently being evaluated through the DREAM electronic system.

We see potential for collaboration with UNHCR in supporting pilot communities to prepare projects, launch a transparent housing allocation model, integrate IDP rights protection principles locally, and train local teams.

The selection of communities for a pilot housing construction program, with a total budget of €400 million, is also underway. The first phase of this program is valued at €100 million.

UNHCR has already invested significant resources into temporary housing across various regions of Ukraine. Compensation for damaged housing is provided through the Damaged and Destroyed Property Registry with support from the World Bank and the state budget. Applications for compensation are submitted electronically, simplifying the process for affected citizens to receive aid.

Synchronizing State Programs

The meeting also addressed synchronizing state programs and international housing assistance. This coordination is crucial for providing effective support to vulnerable groups, including IDPs. Developing social (rental) housing in communities is a priority for the Ministry, aimed at solving housing problems for those in need.

The advancement of housing policy in Ukraine, particularly through the new law, aims to improve conditions for internally displaced persons who lost their homes. Cooperation with international organizations like UNHCR provides additional resources and expertise for implementing housing projects, which will enhance the effectiveness of state support programs. Launching new social rental housing initiatives could significantly improve the country's housing situation, especially given the current challenges related to the war and its consequences.
