Experimental Project for Pet Identification and Registration Kicks Off

Ukraine’s Cabinet of Ministers has approved a resolution to launch a pilot program for identifying and registering pets, laying the groundwork for a Unified State Pet Registry. This move is designed to improve tracking and oversight of companion animals across the country.

Project Implementation Phases

In its first phase, the project will cover dogs, cats, and ferrets. Pet owners can voluntarily and free of charge register their animals at either state-run or private veterinary clinics. For stray animals, municipal services or authorized legal entities will handle the registration process.

The pilot stage is already underway, with over 6,000 animals entered into the system. A key detail: there is no need for a second microchip implant. Instead, a veterinarian will scan the existing chip to record the animal’s data, greatly simplifying the procedure.

It’s worth recalling that in November 2023, the Cabinet of Ministers passed its first resolution to create the Unified State Pet Registry. The first implementation phase is set to begin in fall 2024, starting with the authorization of veterinary facilities on the Diia.Engine platform. Mandatory identification of cats and dogs is a requirement under EU law, underscoring the project’s importance for Ukraine’s integration into the European community.

Establishing a national pet registry in Ukraine marks a significant step toward better animal control and record-keeping. This initiative aims not only to reduce the stray animal population but also to align with European standards—a critical goal amid the country’s EU integration efforts. Importantly, registration will be accessible through both public and private veterinary clinics, making it convenient for pet owners. The project’s development could bring lasting improvements to the situation of companion animals in Ukraine.
