Ukraine Launches 'eTobacco' Database: New Rules for Manufacturers and Consumers

Introduction of the 'eTobacco' Information System

The Ukrainian Cabinet of Ministers has approved the launch of the 'eTobacco' information system. This digital platform is designed to electronically collect data on the composition and emissions of tobacco products. It will serve as a centralized database, requiring all manufacturers and importers of tobacco and herbal smoking products to submit their reports exclusively in digital format. This move aligns Ukraine with modern European regulatory practices for consumer goods.

The 'eTobacco' system implements the provisions of EU Directive 2014/40/EU and European Commission Implementing Decisions 2015/2186 and 2016/787, fulfilling part of Ukraine's European integration commitments. The system will centrally gather and store data, with information automatically published on the State Service of Ukraine on Food Safety and Consumer Protection portal. Confidential business information will be protected and access restricted in accordance with national law.

Benefits of the 'eTobacco' System

The system will also provide consumers with access to product composition information and supply advanced analytics for state oversight. Ukraine's Minister of Digital Transformation emphasized that the platform eliminates paper reports and fragmented data, creating a unified digital system intended as a prototype for the European EU-CEG (Common Entry Gate). The project results from collaboration between the Ministry of Digital Transformation, the Ministry of Health, and the State Food Safety Service, with involvement from the World Health Organization and other stakeholders.

Simultaneously, the Cabinet of Ministers passed a resolution postponing the introduction of a similar electronic tracking system for alcoholic beverages, tobacco products, and e-cigarette liquids. This decision highlights the government's current focus on successfully implementing new technologies specifically within the tobacco sector first.

The launch of 'eTobacco' marks a significant step in modernizing Ukraine's regulation of the tobacco market to meet European standards. It is expected to increase transparency, improve product quality control, and enhance public health monitoring. The staggered approach to rolling out digital tracking systems across different industries suggests a strategic focus on ensuring effective implementation, starting with high-priority sectors.
