Housing Voucher Program Launched for Internally Displaced Persons from Occupied Territories

New Housing Aid for Displaced Ukrainians

Ukraine’s government has activated the next phase of its housing recovery initiative, specifically designed to assist internally displaced persons (IDPs) who fled temporarily occupied territories. So far, 3,296 applications for housing vouchers have been approved, totaling 6.59 billion hryvnias. Priority is given to IDPs who are combat veterans or have war-related disabilities, highlighting the state’s focus on supporting those most affected by the conflict.

Why This Matters Now

Since the program’s launch, over 37,000 applications have been submitted, with more than 27,600 greenlit by local committees. In the first stage, the government allocated nearly 6.6 billion hryvnias to fund these vouchers, each worth up to 2 million hryvnias. Within the first hour of opening the booking system, over 5,000 requests came in; that figure climbed to nearly 17,000 within two days. This overwhelming demand underscores the program’s urgency.

Housing vouchers will remain valid for five years, and recipients must sign a property purchase agreement within 60 calendar days of receiving confirmation. More than 1,000 notaries have already been trained to facilitate the process. Ukrposhta, the national postal service, is acting as the program’s operator. The vouchers can be used to:

  • buy an apartment or house,
  • invest in construction,
  • partially repay a housing loan.

An automatic, dynamic queue for voucher allocation is being developed in partnership with the Notary Chamber of Ukraine. This component of the broader eRestoration program—called “Housing for IDPs from Occupied Territories”—aims to improve living conditions for those who need support the most during this difficult time.
