Cash Compensation Program for Veterans
On May 14, 2026, Ukrainian Prime Minister Yuliia Svyrydenko announced that the Cabinet of Ministers has approved a total of 5.67 billion hryvnias in monetary compensation under a program run by the Ministry of Veterans Affairs. This state-backed financial initiative will enable more than two thousand Ukrainian families to secure their own homes. In 2026, 2,150 Ukrainians will receive funds to purchase housing, including:
- Individuals with war-related disabilities classified under Groups I and II;
- Family members of fallen (deceased) Defenders of Ukraine.
The compensation will be deposited into dedicated veteran accounts. Additionally, the Cabinet has passed a resolution setting the amounts for one-time cash payments tied to Ukraine's Independence Day in 2026. This annual financial support will go to war veterans, former concentration camp prisoners, and relatives of fallen Defenders. All payments are scheduled to be disbursed by August 24, 2026.
Ban on Diverting Military Levy Funds
In a separate move, the Verkhovna Rada of Ukraine has approved in its first reading a draft law that prohibits spending revenues from the military levy on anything other than funding salaries for military personnel. These revenues will now be channeled into a special state budget fund. Prime Minister Svyrydenko stated:
“The government continues to create new opportunities for veterans, servicewomen, and their families—ranging from housing support and vehicle conversion compensation to the development of veteran businesses and sports programs.”
This housing initiative represents a key step in supporting veterans and their families, especially those affected by the war. By providing direct cash compensation for housing, many families will be able to improve their living conditions—a critical need as the country rebuilds after hostilities. The restriction on using military levy funds for other purposes further underscores the state’s commitment to ensuring stable financing for the armed forces and ongoing support for service members.
In addition to the housing aid, veterans will also benefit from special cash payments tied to national celebrations. These payments, scheduled for disbursement on Ukraine's Independence Day in 2026, will further enhance financial support for those who have served.
