Quotas for the production of narcotic drugs for 2026

The Cabinet of Ministers of Ukraine has adopted a resolution to approve quotas for the production, circulation, import, and export of narcotic drugs and psychotropic substances for 2026. This decision is part of the annual state monitoring measure aimed at meeting the needs of medicine, pharmaceutical production, science, and education, as well as preventing the leakage of narcotic drugs and psychotropic substances into illegal circulation.

Currently, six substances of medical cannabis are registered in Ukraine, while another 18 are in the registration process. As of November 2025, treatment was received by 29,100 patients. The approval of quotas for 2026 is due not only to regulatory requirements but also to the martial law and the increasing number of patients needing controlled substances, including military personnel with severe injuries.

Control over the sales of pain relief medication

In November 2023, a resolution was also adopted for stricter control over the sale of the pain relief medication 'Nalbufin'. The Ministry of Health of Ukraine notes that the approved quotas are aimed at fulfilling Ukraine's international obligations in accordance with the UN Conventions of 1961, 1971, and 1988. This decision aims to ensure reliable control over the circulation of narcotic drugs and psychotropic substances in Ukraine.

The approval of quotas for 2026 emphasizes the importance of controlling the circulation of narcotic drugs in Ukraine, especially in the context of war and the increasing need for medical supplies.
