New contract system for military personnel
The government has approved a draft law on new contracts for military personnel, which provide for service terms from one to five years, as well as financial bonuses and payments for participation in combat operations. This draft law was developed by the Ministry of Defense and has already been submitted to the Verkhovna Rada for further consideration.
The new contract system will apply to soldiers, sergeants, and officers of all security and defense forces. As part of the new regulations, reservists and mobilized military personnel will also have the opportunity to sign a contract. Those who are already serving under contract will be able to extend it on new terms.
Advantages of the new contracts
One of the significant advantages of the new contracts is a deferral from mobilization for 12 months after the contract ends, provided it is signed for a term of 2 to 5 years.
It is expected that the new contract system will be operational in the first quarter of 2026. This was reported by Defense Minister Denys Shmyhal on his Telegram channel.

The introduction of financial bonuses and deferrals from mobilization may positively impact the motivation of military personnel serving under contract. Moving forward, it will be important to monitor how the draft law will be considered by the Verkhovna Rada and what changes may be made during the discussion process.
