Cabinet Approves National Employment Strategy
The Ukrainian Cabinet of Ministers has formally adopted a National Employment Strategy, setting out a roadmap for the labor market through 2030. This policy forms part of Ukraine's commitments under the Ukraine Facility initiative, which supports the country's path toward European Union membership. The strategy's core numerical targets are:
- Increasing the number of employed people by 2 million;
- Reducing the unemployment rate to 9.9%.
Implementation will commence with an Operational Plan covering the 2026-2028 period.
Strategic Goals and Key Initiatives
Developed by the Ministry of Economy, Environment, and Agriculture, the strategy outlines several key initiatives. It calls for a digital transformation, moving labor market services online, and emphasizes demand-driven education to train specialists in fields employers need. A major focus is on removing employment barriers for specific groups, including:
- Veterans;
- Internally displaced persons;
- People with disabilities;
- Citizens aged 45 and older.
Furthermore, the plan aims to combat the shadow economy by incentivizing formal employment and fair wages. Institutional strengthening involves reforming labor market regulatory bodies and aligning occupational safety standards with EU norms as part of European integration efforts.
Economy Minister Oleksiy Sobolev noted that labor market development is a key factor for economic recovery.
Deputy Minister Daria Marchak added that the primary goal is to ensure businesses can quickly find workers, while people receive fair and competitive salaries.
The approval of the 2030 Employment Strategy underscores Ukraine's dual focus on EU integration and post-conflict economic rebuilding. By aiming to reduce unemployment, increase employment, and dismantle social barriers, the program seeks to create a more flexible and efficient labor market, which is crucial for the country's long-term socio-economic stability.
