National Housing Strategy Unveiled
Officials from key ministries, members of parliament, and regional state administrations (OVAs) gathered for a meeting to discuss the National Housing Strategy. This plan focuses on assisting those who lost their homes due to the war with Russia. The strategy outlines state housing policy mechanisms that will remain in effect until 2030. Under the plan, each OVA must develop an annual housing portfolio, covering at least 10% of regional needs. The new system of housing solutions is expected to reach over 550,000 Ukrainian families.
How the Strategy Will Work
Several tools have been developed to put the strategy into action:
- Rental assistance payments,
- Creation of municipal housing stock,
- Continued housing voucher payments for veterans, people with war-related disabilities, and other vulnerable groups,
- Housing certificates for families whose homes were destroyed,
- Compensation for repairing damaged homes,
- Development of affordable mortgage options.
'A person receives support based on their specific situation. First, rental help as an immediate solution; then, access to municipal housing; and, in the long term, a permanent housing solution through a voucher, housing certificate, repair compensation, or an affordable mortgage.'

This strategy aims to ease the hardships of those affected by the war and ensure they have dignified living conditions. It represents a major step toward restoring social stability in Ukraine after the conflict. By offering concrete solutions for victims and laying the groundwork for gradually rebuilding housing in damaged areas, the plan uses an individualized approach to more effectively address the needs of different population groups, ultimately improving their situation and helping them reintegrate into society.
