Revised State Support Framework for Internally Displaced Persons

The Ukrainian government has updated its support program for internally displaced persons (IDPs), extending payment durations for the most vulnerable groups from 24 to 30 months. A key change takes effect on February 1, 2026, when child assistance for IDP families will be granted regardless of household income. This move aims to simplify access to aid for families facing severe financial hardship.

Additionally, individuals whose payments were previously halted because their income exceeded the threshold now have the right to reapply for a review. Notably, to receive assistance starting February 1, 2026, applications must be submitted by May 1, 2026. The income limit per person for 2026 is set at 10,380 Ukrainian hryvnias. If a recalculation request is filed before May 1, payments will be backdated to January 1, 2026. Eligibility Criteria for Assistance

Certain conditions must be met to qualify for support. These include:

  • Per capita income must not exceed 10,380 UAH;
  • The applicant must not purchase a car less than five years old;
  • No single expenditure over 100,000 UAH;
  • No savings exceeding 100,000 UAH;
  • No purchase of foreign currency or bank metals worth more than 100,000 UAH;
  • Not receiving a rental subsidy;
  • Not renting out housing;
  • Not being under full state care;
  • Not serving a sentence.

Applications can be submitted online via the Diia app or the Pension Fund portal. In March 2026, the Cabinet of Ministers of Ukraine also revised payment rules for displaced persons. Starting April 1, 2026, one-time payments of 1,500 UAH for vulnerable citizens were launched, reflecting the government's ongoing efforts to support populations during challenging times.
