Expanded Financing for the '5-7-9%' Loan Initiative and New Government Measures
Due to strong demand from entrepreneurs for affordable credit, the Ukrainian government is increasing the budget for the '5-7-9%' loan program from 18 billion to 22 billion UAH. An additional 4 billion UAH will be required in 2024 to meet this demand. This update was shared by Serhiy Koretskyi at the Kyiv International Economic Forum, where he also noted that international partners are willing to co-finance the program, provided the government contributes as well.
In parallel, the government is continuing its grant schemes and is working on establishing a war risk insurance fund for businesses. This fund aims to protect enterprises against risks related to the ongoing conflict, with international collaborators expressing readiness to support its financing.
Managing State Asset Sales and Strengthening Business Support
The Cabinet of Ministers has formed a commission to oversee the sale of state shares in Sens Bank and Ukrgasbank. Representatives from international financial organizations and EU institutions may join this commission, enhancing asset management and attracting investment.
Additionally, the Ministry of Defense has invested over 1.5 billion UAH in restoring defense-related enterprises. Defense Minister Denys Shmyhal announced on Facebook that a revised funding mechanism was introduced during the summer, enabling rapid allocation of resources to repair damage from shelling and resume production. Business support funding is also included in the draft state budget for 2027, signaling a continued commitment to sustaining the economy amid wartime challenges.
Increasing the budget for the '5-7-9%' loan program alongside creating a war risk insurance fund marks crucial progress in supporting Ukrainian entrepreneurs during difficult economic times. Collaboration with global partners is expected to secure essential resources for these efforts, fostering a more stable business environment in Ukraine.
The government's proactive approach highlights its dedication to maintaining the country’s economic growth despite ongoing crisis conditions. These initiatives reflect a broader strategy to safeguard Ukraine’s business sector as the nation navigates the impacts of war.
As the government expands its funding for the '5-7-9%' loan program, it's important to note that this initiative has already facilitated over 165,000 loans, significantly supporting the resilience of Ukrainian businesses.
