Increase of the charter capital of the Energy Efficiency Fund
The Cabinet of Ministers of Ukraine has made a decision to increase the charter capital of the Energy Efficiency Fund by 240 million hryvnias as part of the new budget for 2025. These funds are provided for by the budget program 'Functioning of the Energy Efficiency Fund', in accordance with the amendments to the State Budget for 2025. The capital increase of the Fund will allow attracting additional donor funds in the amount of 20 million euros.
Programs of the Energy Efficiency Fund
The Energy Efficiency Fund operates on a co-financing model of 20/80, which means that part of the costs is covered by the state, while the other part is funded by the participants' own resources. In 2025, it is planned to finance 328 projects, among which:
- 144 projects under the 'Enerhodim' program for a total of 124.8 million UAH;
- 112 projects under the 'VidnovyDIM' program for 49.05 million UAH;
- 72 projects under the 'GreenDIM' program for 66.09 million UAH.
The Energy Efficiency Fund's programs include:
- 'Enerhodim', which provides for up to 70% of the cost of energy modernization;
- 'VidnovyDIM', which ensures up to 100% funding for the recovery of houses damaged by the war;
- 'GreenDIM', which supports the installation of solar stations and heat pumps.
Last state contributions to the Fund's capital were made in 2021, and the Energy Efficiency Fund itself was established in 2018.
Increasing the Fund's capital is an important step as the lack of resources creates risks for further grant financing and attracting international assistance, particularly from the EU and the government of Germany.
The importance of this decision lies in the gradual strengthening of the financial base of the Energy Efficiency Fund, which will contribute to the implementation of ambitious projects in the field of energy modernization and the restoration of infrastructure damaged as a result of the war. Attracting additional donor funds also underscores the interest of international partners in supporting Ukraine during its recovery and transformation of the energy sector.
