Revisions to Ukraine's Experimental Air Defense Project
The Ukrainian government is amending an experimental project designed to involve businesses in the national air defense system. Under the new terms, critical infrastructure enterprises will be permitted to form their own mobile air defense units and receive weaponry for them from the Armed Forces of Ukraine (AFU). This move reflects the ongoing need to bolster Ukraine's layered air defenses against persistent aerial threats.
Launched in November 2025, the project allows businesses of any ownership type to establish air defense groups. Prime Minister Yulia Svyrydenko clarified that
“critical infrastructure enterprises, regardless of ownership form, can create air defense groups.”Crucially, personnel for these units must undergo specialized training and receive certification from centers under the Ministry of Defense.
Updated Procedures for Anti-Aircraft Weapon Use
The Cabinet of Ministers of Ukraine has also updated the procedures for the inventory, storage, accounting, and use of anti-aircraft weapons. The command of the Air Force of the AFU will have the authority to temporarily transfer defense assets and ammunition to companies. Decisions for each facility will be made on an individual basis, and only weaponry not currently deployed on the front lines by regular combat units will be provided.
Svyrydenko emphasized that
“all decisions are made under the control of the military command and within the unified air defense system of the AFU.”If a mobile unit expends its ammunition, its stocks will be replenished via a simplified procedure based on a report of actual expenditure. The new provisions also introduce strict qualification requirements for the personnel of such units.
Engaging the private sector in air defense is a significant step toward strengthening national security amid escalating threats. It enables critical infrastructure operators not only to protect their own assets but also to ensure coordination with military structures. These regulatory changes demonstrate the government's intent to optimize resource allocation and enhance the overall effectiveness of Ukraine's air defense network.
