Appointment of housing subsidies under the 'Winter Support' program

The Cabinet of Ministers of Ukraine has adopted a resolution regulating the appointment of housing subsidies for citizens receiving financial assistance under the 'Winter Support' program. According to the new rules, the amount of a one-time cash assistance of 1000 hryvnias is not included in the calculation of the total family income. This means that Ukrainians receiving assistance will not be deprived of housing subsidies for utility services due to receiving the 'winter thousand'.

Second wave of payments and statistics

On December 1, 2025, the second wave of payments under the 'Winter Support' program started. To date, 14 million Ukrainians have applied for funds. Of these:

  • 11.4 million applications were submitted through the electronic service 'Diia', of which 2.9 million applications were submitted for children;
  • More than 700,000 applications were received via 'Ukrposhta'.

Funds will be automatically credited for 1.8 million people, and the start of payments for those who applied through 'Ukrposhta' is scheduled for December 6, 2025. Applications for funds can be submitted until December 24, 2025.

Under the 'Winter Support' program, 3.5 million people have already received 1000 hryvnias. Ukrainians' spending from this amount totaled 473 million hryvnias, of which 80% went to pay for utility services. It should be noted that the housing subsidy is calculated based on the average monthly total income of the household, which includes components such as wages, pensions, scholarships, social benefits, unemployment assistance, money transfers, and dividends.

“You can submit applications until Christmas on December 24,” said Yulia Svyrydenko, emphasizing the importance of timely application processing for receiving assistance.

Thus, changes in the subsidy rules are intended to ease the financial burden for Ukrainians during the winter period and ensure their access to housing subsidies.

Changes in legislation regulating the appointment of housing subsidies aim to support the most vulnerable groups of the population amid economic difficulties. The new resolution allows citizens receiving the 'winter thousand' to retain their right to subsidies, which can significantly reduce their financial burden during the winter period. The importance of timely submission of applications highlights that Ukrainians have the opportunity to receive necessary support amid rising utility prices.
